## What it mean?
Rapporteurs are those who have read and write access to the issues tracking tracking, forum (disabled), and forum (disabled) modules, as well as limited read and write access to any other modules at the project where users have this role. Sysops Bureaucrats are those who have the same rights as rapporteurs, in addition to full read and write access to projects permission on the project where they have this role. Bureaucrats are those who have sysop rights, in addition to the ability to create and delete projects/subprojects.
